Reuben joined Stuarts as Head of Group Compliance in 2022.

Reuben is a recognised Compliance professional with over 20 years combined experience in the financial services market. Reuben has deep knowledge and diverse experience in Anti-Money Laundering, Counter Terrorist Financing, Fraud/Financial crimes, Financial Risk and Regulatory Compliance.

In 2018 he served as a representative on the Cayman Islands Monetary Authority’s (CIMA) Digital Assets Working Group which was formed to assess:

  • the benefits and risks to the Cayman Islands of Digital Assets;
  • the regulation of Digital Assets in other jurisdictions; and
  • the regulatory risks of Digital Assets for the Authority

He also served as a member of the National Vulnerability Working Group for the 2014/2015 National Risk Assessment.

Reuben has held positions as Senior Compliance Officer and Financial Investigator in the Department of Commerce and Investment and the RCIPS respectively. Prior to joining Stuarts, he was a Chief Analyst in the Anti-Money Laundering Division of the Cayman Islands Monetary Authority (CIMA) where he led and managed AML/CFT/CPF and Sanctions-specific inspections across all CIMA licensees. Reuben was also a part of the internal team responsible for vetting applications submitted as a part of the Cayman Islands Virtual Assets Service Provider registration (VASPA) and licensing process.

Reuben's responsibilities at Stuarts include monitoring adherence to the Group's compliance policies and procedures with particular regard to compliance with the rules and regulations of the local regulatory agencies applicable to the various lines of business and providing guidance and advice to senior management on matters relating to compliance and corporate governance.

Reuben also provides guidance and advice to clients in relation to AML/CFT and technical support on AML/CTF and regulatory issues, which includes drafting manuals, writing policies and procedures, conducting audits and mock regulatory inspections.

Reuben will be assisting clients with their compliance obligations under Cayman Islands law and supporting the anti-money laundering services provided by Stuarts, including the provision of money laundering reporting officer (MLRO) and deputy money laundering reporting officer services (DMLRO).
